New York State on PAUSE" executive order, a 10-point policy to assure uniform safety for everyone, includes a directive that all non-essential businesses statewide must close effective at 8PM on Sunday, March 22, and temporarily bans all non-essential gatherings of individuals of any size for any reason. At this time, fishing guides or charters of any size have not been determined essential and if currently operating would be in violation of the Executive Order.   6. Actually in NY State they have been enforcing 6 ft Rule ,the other day the Sheriff ran all fishermen off the launch docks at SBH. Technically Charter Fishing Boats are not considered Essential Business here in NY state as well.I have had my boat out twice for perch,but with me alone in my boat.I would bet if someone on a boat where 6 ft distance can't be maintained comes down with Virus and it is found out ,operator of the boat could be fined.Probably soon NY will shutdown fishing if fishermen do not practice 6 ft distance. I like when the waves are breaking over the Long Wall in November and the Lake water is stained brown but behind the wall is green tint water.The bait fish will move to the cleaner water and so will the predator fish,walleye & muskies.SW winds over 35 mph are fishable in the South Gap your in a corner protected from the wind.West wind your rolling in 2 to 3 ft waves behind the walls on South end but less roll on the North end because wind is coming off Canadian shore.NW wind is directly down the Harbor behind the walls causing 3ft white caps in short duration, stay home then.But some the biggest muskies my clients have caught were under high wind conditions.   9. Then the words "Drift","Wind" & "Current" do not relate to CLP Chemical Treatment. Only "Soluble"! So if you Chemical Treat waters by I-86 bridge and weeds are gone down the South Basin to the Cribs,how did that happen without "Drift","Wind" & "Current"? They keep saying "Soluble"! If you took a bowl of water and an eyedropper of Koolaid and dropped 1 drop,it would spread in a circle.With their theory of "Soluble" the weeds would be killed in a big circle.Well not the case at all ,clean sweep down the South Basin.So what good is an MOA if they do not follow it.150 ft from shore max with 6 ft max depth, but all the 7ft to 14ft deep weeds the fish habitat,are gone. I have asked for last summers Seine Report done on South Basin looking for young of year fish spieces,I still have not recieved it,could it be we lost the whole year class from Chemical Treatment in early May during Spawn! Below is the statement sent out by the New York State Conservation Council concerning Governor Cuomo's budget amendment that strips local rights from towns and villages when it comes to siting and building Industrial Wind Factories and Industrial Solar Arrays. NYSCC - Advocating for Conservation and Sportsmen Since 1933 On February 25, 2020, Governor Andrew Cuomo presented a 30-Day Budget Amendment to the 2020-21 NY Budget which eliminates "home rule" and local input in the process of citing and permitting of renewable energy projects, such as Industrial Wind Turbine (IWT) facilities and Industrial Solar Arrays (ISA), stating the already deeply flawed existing process is too slow to meet the Governor's personal goal of eliminating fossil fuel usage in NYS for electrical energy production by 2040. The New York State Conservation Council (NYSCC) stands firmly opposed to this blatant usurpation of local rights and is utterly appalled that the Governor would cite an arbitrary goal masquerading as law recently passed as the justification. With all energy projects, due diligence is the biggest responsibility our elected officials have to the people whom they serve. When it comes to citing any power plant, but especially IWT and ISA, where large amounts of acreage is required to build such facilities, the proper place for protecting residents resides at the local level -- and only the local level -- not some ivory tower hundreds of miles away. This is enshrined in the NYS Constitution, following the principles in the US Constitution and the concept of local right of self-governance (10th Amendment). Running roughshod over the rights of the people in order to pursue a personal political agenda, the Governor has proposed, and must indeed support, ignoring dangers and potential unjustified damage to residents, farmland, property values and wildlife well-being -- specifically bats and birds -- that help keep nuisance insects and rodents in check. Even the quality of our drinking waters and the health of watersheds and aquifers are at risk, all in the vain attempt to realize an arbitrary, ideologically-based goal that has FERC (Federal Energy Regulatory Commission) filing suit against NY and Cuomo's ill-advised energy policy that puts in direct risk the electrical grid of the eastern seaboard of the United States, and even Canada. The issue of "renewable" energy and siting new power plants is NOT a budgetary item; and it is completely inappropriate to introduce such legislation in the 2020-21 budget. This proposal must be debated in the appropriate committees, such as Energy and Environmental Conservation, in each legislative house. The Ways and Means committee alone is not sufficient, further illustrating the Governor's disdain for even legal due diligence - something he swore an oath to uphold and defend, as do all public servants. The NYSCC roundly condemns this dangerous and irresponsible proposal, and in no uncertain terms insists on its immediate removal from the 2020-21 Budget. We call upon all members to contact their respective legislators and voice strong opposition to Governor Cuomo's budget amendment regarding citing and permitting renewable energy projects. Contact your town, village, and state representatives and push for removal of this provision from the budget. I will get out soon,Ice at SBH launch is almost gone and warm days ahead.Usually my early season trolling program is either old Hot-N-Tots or Flatfish,still very active at slow speeds,pulled with bottom bouncing rigs.I troll slow at 1 to 1.2 mph with electric trolling motor following 12 to 15 ft structure edges.Usually water clarity is stained from snow melt off,so firetiger color works best.   17. IMPORTANT !!! I serve on the Great Lakes Fishery Commission as a Rep. for the State of Pennsylvania (sport fishery).. I helped write a resolution in 2018 with John Casselman; Canadian Advisor, Public at Large for the purpose of (see "partial" excerpt below) "Be it resolved that the U.S. and Canadian advisors of the Great Lakes Fishery Commission support the removal of unnecessary protection afforded to double-crested cormorants under Ontairo’s Fish and Wildlife Conservation Act by adding them to the list of species under Section 5 (2)(a) to better integrate co-operative cormorant management and control across the Great Lakes, and Be it further resolved that the U.S. and Canadian Advisors to the Great Lakes Fishery Commission urge that the commission, as an international organization, take a leadership role by urging the U.S. Fish and Wildlife Service, the Mississippi Flyway Council, the Canadian Wildlife Service, Parks Canada, the Ontario Ministry of Natural Resources and Forestry, the Council of Lake Committees, and other relevant agencies and organizations to work together in moving forward with prompt action in developing a overarching plan for Great Lakes-wide cormorant control, and Well-here we go and it's YOUR chance to make a statement via electronic comment or handwritten.
